Well, as we learned at some point in the Star Trek continuity, the Vulcans and Romulans are descended from the same race. The ones who became the Vulcans chose to be pacifist, emotionless, etc., and the ones who split off to become Romulans chose the path of anger, aggression, and war.
There are a number of Romulans who are more Vulcan-like in their disposition. I think we first learned all this in the ST: TNG 2-part miniseries where Spock has gone undercover as a Romulan to help out some secret organization that was trying to do something anti-establishment. Not a clue what. I haven't seen any TNG episodes in ages and ages, and I think I only saw that miniseries once. I'll leave the pleasure of fact-checking and filling in for me to you (or, perhaps more likely, to ivy03).
Well, yes. I believe you're talking about "Unification, Parts I and II". I think Spock was working with a splinter group that wanted to reconcile with the Vulcans.
I also believe that we found out that Vulcans and Romulans came from the same stock in the Original Series "Balance of Terror". But I may be wrong.
