Grrr.

How can I have so many things to do, and yet be unable to do any of them because I'm waiting on someone else for everything?

Very frustrated.

Think of this as a nerdy opportunity. You could look up scheduling theory and optimization and figure out how in the future to minimize your downtime, making certain assumptions about the delays imposed by various people, and the timing of inbound new projects.

This was something I tried to pick up, once upon a time. By the time I got even a little bit into scheduling theory, the pause was over and stuff was coming in again. ;-)

My assumption about inbound new projects - will always be at the worst possible time. Because my boss and his boss seem incapable of planning ahead, ever.

I think, for a properly formulated criterion of "worst possible," this can actually work. You'd have to look up Game Theory and Nash equilibria, though ;-)
